The artwork is by Kagemaru Himeno, one of the earliest illustrators for the Pokémon Franchise. This card was released on November 5, 1998, in celebration of the second anniversary of the Trading Card Game. After more than two decades, this card brings both history and nostalgic memories as the Pokémon franchise celebrates its 25th anniversary. In 2021, a 25th-anniversary edition of this card was rereleased with a red and gold "25th" logo in the bottom right corner of the artwork.

卡牌圖畫由姫野かげまる創作，她是精靈寶可夢最早期的畫師之一。這張卡牌在1998年11月5日發行，以紀念寶可夢集換式戰鬥卡牌遊戲面世兩週年。二十年多後，寶可夢已踏入二十五歲，卡牌上可愛的比卡超見證的除了歷史，還有我們的情懷。2021年，這款卡牌推出二十五週年紀念版，圖畫右下角印有金、紅二色的「25th」標誌。
