袁旃1941年出生於重慶，1962年畢業於台灣師範大學美術系，主修國畫，師承溥心畬、黃君璧、金勤伯、林玉山等大師。隨後遠赴比利時，於魯汶大學取得碩士學位，並於皇家文物維護學院獲得博士學位。她亦曾於大英博物館亞洲部實習。1968年回國任職於國立台北故宮博物院，並籌組科學文物維護室。袁旃的創作可大致分為三個階段：早期借鑒名家，奠定深厚的水墨基礎；1998至2006年間，創作風格在色彩及材質方面有重大突破，開始大膽嘗試鮮艷對比色，並於絹本作畫；2006年至今達到創作生涯的巔峰境界，日常生活中各種題材信手拈來，躍然紙上。袁旃常在作品中將宋代緙絲紋樣、傳統山水、國畫意象以及明清御瓷的亮麗色彩融於一爐。《小龍玩球》（拍品編號546）一作以當代方式演繹了元代起流傳的龍戲火珠典故，象徵著力量與轉變、寓意吉祥。
