霍蘭生於奧地利維也納，二戰時參與反法西斯活動，被捕入獄。戰後遷居捷克，並於一九四九年入籍。他畢業於布拉格政治外交學院，後受聘於外交部，一九五五年七月年出任駐滬總領事一職，因發表言論與蘇聯對華經濟發展有分歧，於五七年被解職返國。六八年重獲外交部聘任，至九○年辭職。他熱愛中國文化，對歷史尤有研究，回國後仍熱切關注中國之最新動態。駐華期間，他好收藏中國文物藝術品，書畫以古代為主，近人則取齊白石及其門人。
