Concerning the Euphrates Valley route to India, in connection with the Central Asian and Egyptian questions.
Andrews, an East Indian Railway official, had proposed a railway along the Euphrates, linking Europe with the Arabian Gulf at Basra as a direct route between Britain and India. Although it had its supporters, the scheme was abandoned with the building of the Suez Canal.
