Probably Charles Paget, 6th Marquess of Anglesey (1885-1947) or Marjorie, Marchioness of Anglesey (1883-1946).

The present work shows the moat and bridge of Rushbrooke Hall in Suffolk. This mid-16th century house was for sometime the seat of the Jermyn family, it was demolished in 1961, and now represents a significant cultural loss. Whistler captures the idyllic moat, bridge and red brick walls of this particularly English mansion on a summers day, a generation before its demise, a poignant reminder of one of the great houses of Suffolk.
