Born in Fukushima in 1907, Saito was a pivotal member of the sosaku-hanga movement in the post-war period. Typical of the sosaku-hanga movement, he engaged with every aspect of the printmaking process, meaning that each of his works was self-drawn, self-carved and self-printed. While his early works reveal attention to three-dimensionality, as his style evolved his designs became increasingly two-dimensional, distinguished by bold blocks of colour, refined designs and rich texture.
In 1948, Saito exhibited at the Salon Printemps, an event sponsored by Americans for Japanese artists, and in 1951 he won first prize in the Sao Paulo Biennale.
