The present piece appear to be a safe conduct document, possibly to travel between inner and outer Mongolia, featuring both Manchurian inscription as well as the eagle of the Russian empire. A similar passport/ safe conduct document was in the collection of the late Consul of Mongolia Jan Brummelhuis (1935-2006), Amsterdam, see Surya Rutten The Cusen collection: Mongolian Art Colllected by the late Honorary Consul of Mongolia Jan Brummelhuis, Amsterdam, 2011.
