Catalogue Note

The nephew of three-time Prime Minister Lord Salisbury, Arthur Balfour (1848-1930) first entered Parliament in 1874. In 1887, he was appointed Chief Secretary for Ireland. His ruthless enforcement of the Crimes Act earned him the nickname ‘Bloody Balfour’. In this cartoon, Balfour is seen giving a speech to the Liberal opposition in his role as Chief Secretary for Ireland. In the opposition are a number of recognisable faces, such as William Gladstone, William Harcourt, Lord Hartington and Joseph Chamberlain.
