Catalogue Note
President Monroe issues a pardon for Joshua Rowe of Maine, who was convicted the previous year "of having resisted certain officers of the Customs in the execution of their duty, fined therefor, and, for the non-payment of the said fine, committed to prison." It having been represented to Monroe that "the said Rowe is wholly unable to pay his fine, and that, by the severity and duration of his imprisonment, he has, in a great measure, suffered punishment adequate to his offence," the President issued the present pardon and remitted Rowe's fine.
