Probably Charles Paget, 6th Marquess of Anglesey (1885-1947) or Marjorie, Marchioness of Anglesey (1883-1946).
The Paget family were significant patrons and friends of Rex Whistler. One of his most famous works, murals for the Great Dining Room at Plas Newydd celebrate this. It is believed the Marchioness commissioned him in 1936 to create an extraordinary series of fantastical views, which feature family members, capriccios, pets and even a self-portrait of the artist.
