Manuscript document signed ("G:o Washington") and countersigned by Secretary of State Edmund Randolph ("By the President | Edm: Randolph"), one page bifolium with integral blank leaf, crisp impression of presidential paper seal, [Philadelphia], 22 June 1795, recognizing Leon Delauney as French consul for Pennsylvania and Delaware; some light browning, some waterstaining and abrasion in upper right corner, one-inch of fore-edge of blank leaf apparently trimmed away.
